Support Health Insurance Choices for Small Businesses
Vote YES on H.R. 1304, the Self-Insurance Protection Act
Dear Member of the U.S. House of Representatives:
On behalf of the Small Business & Entrepreneurship Council (SBE Council) and our 100,000 members nationwide, I urge you to vote in favor of the “Self-Insurance Protection Act” (H.R. 1304).
Self-insurance continues to grow as a health coverage option for small and mid-size businesses. This innovative strategy provides small businesses with an opportunity to tailor plans to meet the needs of employees, and cope with the ever-increasing cost of health coverage. The plans are less restrictive, and offer options where insurance choices are dwindling. With self-insurance, the business takes on more financial risk and is why stop-loss insurance is a key part of these plans.
Stop-loss insurance has never been considered health insurance under federal law, and that status must be reaffirmed. Imposing regulation on stop-loss would be inappropriate and unwise, especially given long-standing policy and because regulation would threaten this practical option where health insurance choice is disappearing. H.R. 1304 reaffirms existing policy by amending federal law to exclude stop-loss insurance from the definition of “health insurance coverage.”

H.R. 1304 is a smart bill that will protect and preserve an important health insurance option while Congress works to advance reforms that create a more competitive and affordable market for small businesses.
