ICYMI: Policy News and Victories You May Have Missed

The U.S. House of Representatives is out of session until November 13, and the U.S. Senate is expected to remain in session for a good portion of October. The Kavanaugh-SCOTUS confirmation battle dominated media headlines over the past two weeks, but progress is being made on many other issues important to the growth and health of U.S. entrepreneurship and small businesses

SBE Council has been supportive or has played a major hand in many of the important bills noted below that have been sent to President Trump for his signature. Solid progress is also being made in the regulatory agencies to advance key SBE Council priorities for small business, and one in particular noted below.

5G Deployment Gets Another Boost from the FCC

On September 26, the Federal Communications Commission (FCC) voted on an order that will help to accelerate the deployment of 5G, which will boost entrepreneurship, small business growth, innovation and expand consumer choices.  As I noted following this important FCC vote:

“With the power and speed of 5G, we can expect to see more dynamism and innovation from American entrepreneurs.”

The Music Modernization Act (HR 1551) 

This important legislation creates a modern, efficient and fair music licensing system for the digital age to ensure all creators – including the songwriters and producers – are fairly compensated. These entrepreneurs and small businesses are the heart of the music industry!

The package of bills also ensure that songwriters and artists receive royalties on pre-1972 songs. The bill will be signed by President Trump soon.

Before final passage of the legislation, I joined an important IP Champions event on September 12 with the U.S. Chamber’s Global Innovation Policy Center, where many performers and songwriters were also on hand to advocate for the final push to get HR 1551 over the finish line and to President Trump’s desk. Obviously, this was a very successful effort!

Opioids Package: SUPPORT for Patients and Communities Act 

The legislative package is ready for President Trump’s signature and includes the STOP Act, which requires advanced electronic data (AED) on all packages entering the United States through the U.S. postal system.

AED is key to stopping the flow of deadly fentanyl from pouring across the nation’s border and will also help personnel at the border identify counterfeit goods, which is critically important for America’s small businesses. Read more here.

The Small Business Innovation Protection Act 

On September 25, the U.S. House unanimously passed this legislation introduced by U.S. Senators Jim Risch (R-ID) and Gary Peters (D-MI) aimed at helping small businesses safeguard their intellectual property with expanded education on obtaining and protecting patents. It will build upon existing outreach programs run by the SBA and the U.S. Patent and Trademark Office (USPTO). The bill will be signed by President Trump soon.

So despite what you may be hearing about “nothing getting done ” on Capitol Hill (or that bipartisanship is dead) these very important victories defy that storyline. And other important policies continue to advance with SBE Council at the forefront of advocating for key pieces that will help small businesses grow, compete and succeed!
