FCC Takes First Steps on “TV White Space” Spectrum to Help Rural Economies and Entrepreneurs Participate in the Digital Economy

Washington, D.C. –  Small Business & Entrepreneurship Council (SBE Council) president & CEO Karen Kerrigan released a statement on recent action taken by the Federal Communications Commission (FCC) to open unused television white space (TVWS) spectrum, which can be used to bring broadband to rural America:

“A lot of discussion and debate is occurring about how to boost economic opportunity in rural America, and a key priority must focus on broadband connectivity and access. Utilizing unused TVWS spectrum is showing great promise, and we applaud action taken by the FCC to unlock this critical resource, which will bring broadband connectivity to potentially millions of unserved or underserved Americans.

“Broadband connectivity is central to driving investment, jobs and new business creation in areas of our country that have been ‘left behind.’ These areas – which include rural America – offer great promise in terms of quality of life and affordability, but the tools of the digital economy are a must. This first step by the FCC compliments their many actions to help accelerate broadband deployment and next-generation technologies, such as 5G, all supported by a balanced regulatory approach that will continue to fuel private-sector investment. All of these actions are important to an ecosystem that enables entrepreneurship across America, particularly in areas of the country that need this activity the most. SBE Council looks forward to future action on related proceedings on TVWS to fully leverage this technology for the benefit of rural economies and small businesses.”

SBE Council’s 2019 Policy Agenda for Entrepreneurs and Small Business includes broadband access, deployment and improvement as a key priority. Unlocking TVWS is one of several important policy initiatives highlighted: “SBE Council will urge the FCC to dedicate at least three usable channels (below 700 MHZ) to remain available in markets across the country so that ‘TV white spaces’ can be used to deliver broadband in rural communities across America.”
