Kerrigan Statement on UPU Compromise: A Huge Win for the U.S. and American small business

Washington, D.C.  – Small Business & Entrepreneurship Council (SBE Council) president & CEO Karen Kerrigan issued the following statement on the compromise deal reached on September 25 by member nations of the Universal Postal Union to reform its international rate frameworks:

“The final reform package is a tremendous victory for the U.S. and America’s small business community. The Trump Administration and the State Department deserve high praise for their work to reform the long-standing imbalances in international rates that put U.S. small businesses and entrepreneurs at a major competitive disadvantage.

“SBE Council has been proud to maintain an open dialogue with the White House on these efforts as a part of our organization’s work to advocate for the interests of American small businesses. We look forward to working further with the Administration, the USPS, and regulators on ensuring that new international rates are implemented as soon as possible. This outdated system and inequity has gone on for far too long.

“The concerns with the UPU rate frameworks represent a small portion of the many issues that have threatened the viability of the nation’s postal system. We hope that today’s long-needed accomplishment creates positive momentum for more meaningful reforms to the U.S. Postal Service’s pricing and cost management practices to ultimately help repair its dire financial position.”

In July, SBE Council sent a letter to Dr. Peter Navarro, Assistant to the President and Director of the Office of Trade and Manufacturing Policy, encouraging the Administration’s efforts to end the unfair international subsidies provided by the U.S. Postal Service (USPS) to competitors of U.S. small businesses from abroad. Dr. Navarro successfully directed the U.S. delegation during this week’s extraordinary Congress in Geneva, Switzerland.

Last October, President Trump initiated steps for withdrawal from the UPU and for the U.S. to self-declare rates. In response, SBE Council issued a press release with additional information, comments, and helpful links. The inequity of the international postal rate system has been a top SBE Council issue over the past decade.
