Small Business Group Applauds FCC Order to Deploy 5G Faster and More Affordably

5G “Upgrade Order” Clarifies Rules, Reduces Time and Red Tape

Washington, D.C – On May 19, Federal Communications Commissioner (FCC) Brendan Carr announced that his “5G Upgrade Order” will be voted on at the agency’s June 15 open meeting. Small Business & Entrepreneurship Council (SBE Council) president & CEO Karen Kerrigan praised Commissioner Carr’s 5G leadership and other actions taken by the FCC under Chairman Ajit Pai, as broadband connectivity and quality broadband have become more essential to small businesses during the COVID-19 pandemic.

“Through regulatory modernization and sheer determination, the FCC under the leadership of Chairman Pai continues to move forward with solutions, policies and actions that are bringing our nation closer to closing the digital divide and making 5G connectivity a reality.  Broadband access and internet tools have proven to be vital for small businesses during the COVID-19 crisis, and the deployment and modernization of this infrastructure will continue to support the mass movement of work and commerce to platforms that have allowed small businesses to operate seamlessly and better prepare for an uncertain future. But small businesses and their employees in unserved areas still need access to broadband, and that is why the FCC’s various initiatives – from the launch of the Rural Digital Opportunity Fund, to the TV ‘white spaces’ proposal and more – are complementary efforts that will bring rural America the broadband connectivity it needs to fully benefit from and participate in the digital economy.

“The 5G Upgrade Order is a common sense proposal that will allow providers to modernize existing towers, including in rural America, through clear and practical rules. Why local governments would toss red tape and road blocks in the way of securing super-fast, quality broadband for their residents and businesses is beyond comprehension, but it is happening. The 5G Upgrade Order amends an existing framework with new rules that will bring transformative 5G technology to small businesses across the country, including rural America. SBE Council and our small business members are very appreciative of Commissioner Carr’s leadership on everything 5G.”

The 5G Upgrade Order clarifies the FCC’s 2014 rules by:

● Explaining when the 60-day shot clock for local approval begins (60 days means 60 days).

● Specifying what new equipment qualifies for streamlined approval.

● Clarifying how local governments’ concealment and aesthetic conditions of approval apply.

● Asking for public comment on what activity related to a modification can occur outside of a wireless site.
