SBE Council Statement in Support of U.S. Representative Bean’s Bill to Eliminate CMMI

The following statement of support for the Abolish the Center for Medicare and Medicaid Innovation (CMMI) Act may be attributed to Small Business & Entrepreneurship Council (SBE Council) President & CEO Karen Kerrigan:
“SBE Council strongly supports the Abolish the Center for Medicare and Medicaid Innovation (CMMI) Act. When entrepreneurs and small business owners see that certain projects or investments within their own firms are not generating the outcomes they planned for, they take action and shift gears toward more productive efforts. The federal government needs to adopt this type of thinking when it comes to programs that have not achieved their purpose, or are wasting taxpayer dollars.”
“According to the Congressional Budget Office, CMMI lost $5.4 billion instead of delivering projected savings and only six of more than 50 models it ‘tested’ avoided increasing costs or reducing care quality. Over time, CMMI has expanded beyond its original demonstration role and increasingly served as a vehicle for large-scale policy experimentation affecting healthcare providers, insurers, and employers nationwide. These sweeping changes create uncertainty and administrative complexity that can disproportionately burden small businesses, which often operate with limited resources and tighter margins.”
“Small businesses depend on predictable healthcare policy when making decisions about hiring, compensation, and employee benefits. When federal agencies implement broad payment or coverage models without clear congressional direction or long-term certainty, the ripple effects can raise costs and complicate benefit decisions for entrepreneurs and their teams.”
“SBE Council commends Representative Aaron Bean for introducing this legislation and looks forward to working with Congress on policies that strengthen accountability, improve healthcare affordability, and support the stability and growth of America’s entrepreneurs and small businesses.”
