The following statement of support for the “Small Business Tax Cut Act” (H.R. 8415) may be attributed to Small Business & Entrepreneurship Council (SBE Council) President & CEO Karen Kerrigan:

“SBE Council is pleased to endorse the ‘Small Business Tax Cut Act,’ a bill that builds upon important small-business tax reforms advanced through the ‘Working Families Tax Cut Act.’ America’s small businesses are benefiting from the permanent tax relief provided by the latter, which is allowing business owners to reinvest more capital into boosting wages, making strategic investments in equipment and technology, and competing more effectively in the marketplace. The ‘Small Business Tax Cut Act’ will deliver more equitable and robust support to Main Street businesses by increasing the qualified business income deduction from 20% to 23%. Moreover, the bill makes positive changes to the phase-out for growing companies and broadens access for more local professional businesses.”

“Small business owners continue to face various cost and competitive pressures. Strengthening the small business deduction will provide vital capital to help them navigate such pressures, and continue to invest and grow. The deduction has already proven its value in helping small businesses across the country; bolstering it will further support U.S. competitiveness and local economies. In SBE Council’s most recent ‘Check Up’ survey, 61% of small business owners reported positive cash-flow effects in 2025 from the ‘Working Families Tax Cuts Act,’ with the 20% small business deduction and lower personal tax rates cited as the most beneficial provisions contributing to improved financial performance. Strengthening the deduction – as proposed by the ‘Small Business Tax Cut Act’ – will strengthen America’s small businesses, their ability to innovate and sustain local economies and jobs. SBE Council appreciates the leadership of Representative David Kustoff in introducing this important legislation. We urge Congress to act swiftly to provide this critical support to America’s small businesses.”
