SBE Council Statement of Support for the “AI Tax Integrity Act of 2026,” H.R. 9501

The following statement of support for the “AI Tax Integrity Act of 2026,” H.R. 9501, can be attributed to Small Business & Entrepreneurship Council (SBE Council) President & CEO Karen Kerrigan:

“SBE Council supports the AI Tax Integrity Act of 2026, as the legislation takes a prudent approach to exploring how artificial intelligence can improve the administration of our tax system while strengthening taxpayer protections.

“Artificial intelligence has tremendous potential to help the Internal Revenue Service improve operational efficiency, reduce administrative costs, enhance the consistency of tax administration, and better identify fraudulent and inaccurate tax returns. If thoughtfully deployed with appropriate safeguards, AI may also help to reduce arbitrary decision-making and human error, allowing IRS personnel to focus more effort on helping taxpayers and improving service.

“H.R. 9501 establishes a pilot program rather than mandating broad implementation. This measured approach will allow policymakers to evaluate how AI performs in real-world applications, identify any unintended bias or inaccuracies, assess the technology’s effectiveness, and ensure that appropriate safeguards remain in place before broader adoption. The legislation’s requirement for a Government Accountability Office review further strengthens accountability by providing Congress with an independent assessment of the pilot’s results and recommendations for future use.

“As federal government agencies seek to modernize operations and better serve taxpayers, responsible AI deployment should focus on improving efficiency, accuracy, and fairness. SBE Council believes H.R. 9501 strikes this balance and represents a thoughtful step toward a more effective and accountable tax administration system. We commend Representative Vern Buchanan for introducing this forward-looking legislation and urge Congress to advance its consideration.”
